Chen Dingwei entered his guilty plea on Monday in federal court in Salt Lake City, with sentencing scheduled for October 19. The case underscores how competition for advanced defence technologies has moved beyond traditional diplomatic channels into criminal networks seeking to circumvent strict American export controls.

Chen stands accused of targeting military-grade satellite modems and radios manufactured specifically for the US armed forces by American defence contractors. These systems fall squarely within America's most restrictive export category. Under the International Traffic in Arms Regulations (ITAR), such equipment cannot leave the United States without explicit government authorisation. Financial records revealed in court documents show the conspirators paid over US$40,000 as an initial deposit for the equipment. When they suspected their conventional banking transactions might attract regulatory scrutiny, they pivoted to cryptocurrency, transferring approximately US$30,000 in digital currency to obscure the transaction trail. This methodical shift to less-traceable payment mechanisms suggests the group possessed awareness of US financial monitoring systems and law enforcement capabilities in tracking illicit arms procurement networks.
