According to research commissioned by the Malaysian Steel Institute, the compliance costs for the domestic iron and steel sector could reach RM970.7 million in that first year alone, with financial pressures intensifying in subsequent years as the mechanism's scope expands. This projection has prompted urgent government attention, as the Ministry of Investment, Trade and Industry acknowledges the sweeping implications for one of the country's most strategically important industrial sectors.

The EU-CBAM represents a watershed moment for Malaysia's carbon-intensive manufacturing base. Rather than imposing outright trade barriers, the mechanism functions as a carbon pricing system that levies charges based on the embedded emissions within exported products. Energy efficiency and renewable energy deployment form the operational core of Malaysia's decarbonisation roadmap for the steel sector. Traditional steelmaking is exceptionally energy-intensive, with process heat requirements typically supplied through fossil fuel combustion. Transitioning to electric arc furnace technologies powered by renewable electricity represents one viable pathway, though it demands substantial capital investment and access to reliable green power supplies. Malaysia's geographic position and existing renewable energy potential offer genuine advantages—the country possesses abundant solar resources and potential for biomass utilisation in industrial applications.
