Communications Minister Datuk Seri Fahmi Fadzil has sounded a fresh alarm over the growing tendency among Malaysian children to form emotional bonds with artificial intelligence systems, framing the phenomenon as a parental oversight issue demanding immediate attention. Speaking at the Kuala Lumpur Federal Territory Safe Internet PTA Convention 2026, Fahmi emphasised that while AI tools offer genuine utility in information gathering and problem-solving, their deployment as emotional substitutes for human connection represents a troubling departure from healthy digital citizenship. The warning reflects broader anxiety across Southeast Asian governments about how emerging technologies are reshaping childhood development and family dynamics in the region.

Fahmi articulated a critical distinction that often eludes both parents and young users: artificial intelligence, regardless of how naturally it communicates, remains fundamentally a mathematical construct shaped by human-generated data rather than a sentient entity capable of genuine relationships. The minister highlighted that conversational AI systems are particularly insidious precisely because they simulate human-like responses with sufficient sophistication to deceive adolescents into believing they are engaging with autonomous beings capable of understanding and reciprocating emotional investment. This capacity for deception extends beyond innocent companionship, as Fahmi warned, into territory where children might develop romantic or intimate attachments to algorithmic systems—a psychological phenomenon that educators and child development specialists have begun documenting with increasing concern.

Critically, Fahmi identified the information reliability problem inherent to contemporary AI systems as a secondary but equally serious risk. These platforms frequently generate plausible-sounding but entirely fabricated information, a phenomenon technologists term "hallucination," while simultaneously drawing from datasets that become obsolete with startling speed. Parents may not appreciate that when their children consult AI for homework, medical information, or life advice, they are potentially absorbing inaccurate or dangerously outdated guidance without mechanisms to verify authenticity. This problem compounds when children regard AI as a trusted authority figure—a dynamic that occurs when these systems fill emotional voids ordinarily occupied by human mentors or counsellors.

The minister's proposed approach carefully avoids the trap of outright prohibition, a strategy that child development research has consistently shown to be counterproductive in the digital age. Instead, Fahmi advocated for intelligent monitoring and structured usage parameters that permit children to benefit from technology whilst maintaining meaningful adult oversight. This framework acknowledges a reality that Malaysian parents increasingly confront: complete digital abstinence is neither feasible nor necessarily desirable in an education ecosystem increasingly reliant on online tools. The challenge lies in distinguishing between instrumental technology use and dependency-forming engagement, a distinction that requires parental education and awareness campaigns that most Malaysian households currently lack.

Fahmi's concerns extend beyond individual family dynamics into structural problems within content moderation systems. He raised particular concerns about cyberbullying within Tamil-language communities on platforms including TikTok, noting that algorithm-based content regulation systems frequently fail to comprehend linguistic nuances, cultural contexts, and language-specific bullying tactics. When platforms attempt to automate moderation through AI, they inadvertently create enforcement blind spots precisely where vulnerable minority communities face coordinated harassment. This observation underscores how algorithmic approaches to platform governance can paradoxically amplify rather than mitigate harms, particularly when applied to non-English language content that represents significant portions of Southeast Asian user bases.

The minister revealed that TikTok and other major platforms have been notified of Malaysia's newly implemented Child Protection Code (CPC) and Risk Mitigation Code (RMC), regulatory frameworks designed to establish baseline expectations for how digital platforms protect minors. These codes specifically address fraud, online gambling, cyberbullying, and related criminal activity that flourishes when platforms lack adequate governance structures. Fahmi emphasised that social media companies have been granted a grace period—several months—to integrate these standards into their operational infrastructure, a timeline that reflects both regulatory pragmatism and frustration with industry foot-dragging that characterises the relationship between Asian governments and Silicon Valley-dominated platforms.

The Malaysian Communications and Multimedia Commission's (MCMC) concurrent engagement with major platforms including YouTube demonstrates the sophistication of Malaysia's regulatory approach, moving beyond rhetorical warnings toward actual negotiation and standard-setting. These discussions represent attempts to establish regional precedent, potentially influencing how other Southeast Asian nations approach digital governance. However, the MCMC's Singapore location underscores how platform compliance negotiations necessarily occur outside Malaysia itself, a structural asymmetry that reflects the jurisdictional challenges inherent in regulating companies organised in foreign legal systems.

Fahmi made clear that regulatory patience has finite limits. Once the CPC and RMC enter full implementation, platforms failing to demonstrate compliance become liable to substantial financial penalties and potential court action—a meaningful escalation from the current advisory phase. This enforcement mechanism potentially shifts the cost-benefit calculus for platforms considering comprehensive moderation investments, though sceptics note that multinational technology companies routinely treat regulatory fines as operational expenses rather than genuine deterrents.

The convention itself, organised by the GoStrong Malaysia Foundation and MCMC, assembled approximately 500 participants representing parents, educators, school administrators, and government representatives—constituencies whose coordination is essential for translating ministerial warnings into tangible behavioural change. Parent-Teacher Associations (PIBG), though sometimes perceived as ceremonial bodies, represent potentially important channels for distributing digital literacy education and parenting guidance, yet many Malaysian PTA leaders themselves lack sophisticated understanding of AI systems and their psychological effects on adolescents.

Fahmi's warning arrives as Malaysian society grapples with accelerating technology adoption outpacing institutional readiness. Schools, families, and government agencies have inconsistent frameworks for addressing AI-related developmental concerns, creating vacuum spaces where children navigate these technologies without adequate guidance. The minister's emphasis on seeking school-based intervention reflects recognition that educational institutions, despite their limitations, remain among the few structures with systematic access to children and established authority to guide their digital behaviour.

The broader implication of Fahmi's intervention is that Malaysian policymakers increasingly recognise digital wellbeing as a legitimate governance concern, moving beyond dismissing technology anxiety as moral panic.
