The Sabah State Water Department is moving forward with the installation of 10 high-density polyethylene suction tanks, each holding 10,000 gallons, at the Puncak Gloxinia Condominium in Kinarut, Papar. The initiative addresses a long-standing problem that has affected more than 1,200 households in the mixed-use residential complex, where water shortages occur with troubling regularity. Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali, who also represents Papar in Parliament, announced the project following an inspection of the construction site and confirmed it was born out of a July 28 briefing to Chief Minister Datuk Seri Hajiji Noor on water supply challenges across the district.
The Puncak Gloxinia Condominium, which opened to residents in late 2018, consists of six residential towers containing 1,296 units in total. The complex sits in a particularly vulnerable position within Sabah's water distribution network, as it occupies the terminal point of the delivery channel feeding from the main P3 storage reservoir. This geographical disadvantage means residents experience the most severe impact whenever the Kogopon Water Treatment Plant undergoes maintenance or encounters operational disruptions, leaving households without adequate pressure or flow for extended periods.
The physical layout of the condominium compounds the water management challenge facing authorities. Unlike traditional single-storey residential areas or low-rise terraced housing developments, the high-density configuration spanning 18 storeys per block creates significant hydraulic demands. Water must be pumped from ground level through vertical distribution systems to serve residents occupying upper floors, a process far more resource-intensive than supplying sprawling horizontal neighbourhoods. When supply interruptions occur, the existing infrastructure struggles to maintain adequate service levels across all units simultaneously.
Although the condominium already has 24 upper-level storage tanks installed throughout its grounds, this capacity has proven insufficient during supply disruptions. Officials recognised that the existing storage infrastructure cannot buffer extended outages for the sheer number of residents depending on the facility. The new installation represents a substantial increase in emergency reserves, with the 10 additional tanks collectively storing 100,000 gallons of water—providing a meaningful cushion during temporary service interruptions.
The infrastructure upgrade involves more than simply adding storage vessels. The state water authority will construct a 600-metre connecting pipeline to integrate the new tanks into the existing distribution network. This engineering work ensures water drawn from the backup tanks can reach all residential units efficiently when primary supply fails. The coordinated approach reflects acknowledgment that storage capacity alone offers limited benefit without adequate piping infrastructure to deliver water where residents need it.
Beyond the immediate Puncak Gloxinia solution, Sabah's government has mapped out a broader water security strategy for the Papar parliamentary constituency. The Kampung Kabang Water Intake Upgrading Project and the Kogopon Water Treatment Plant Enhancement Initiative are both scheduled to commence operations within this calendar year. Kampung Kabang is targeted to stabilise supply flows by September, while the Kogopon facility upgrade aims for operational status by November. These complementary investments signal a multi-faceted approach to resolving systemic supply vulnerabilities that have plagued the district.
The timing of these interventions reflects growing political attention to infrastructure deficiencies in Sabah's rapidly urbanising centres. The Puncak Gloxinia residents comprise primarily civil servants and government-linked sector employees, a constituency whose voices carry particular weight in state politics. Their sustained complaints about water access have galvanised official action, demonstrating how persistent service failures in middle-income residential areas can force policymakers to prioritise infrastructure spending.
